A city official has once again concluded that no appearance of impropriety exists under clearly improper circumstances.
The city official pointed to his own conclusion as to the lack of the appearance of impropriety as proof that there is no appearance of impropriety. The city official also added that he has said before, on a number of occassions, that there was no appearance of impropriety therefore, the probability of the appearance of impropriety is less than under normal circumstances. The city official also urged other city members to stop focusing on the past and to instead "focus on the future of our city's economic progress."
